I would like to apply for Permanent Resident Visa to Canada under skilled worker category.
    - I am a Mechanical Engineer with MBA (18 Years full time schooling), having 11 years Professional Experience. My wife is a doctor with MD in Internal Medicine.
    - I have been living in USA for 3 years till Aug ‘07. Subsequently, I moved to UK (London) in Dec, ‘07 through my employer. I am holding 2 Year UK Work Permit.
Should I submit my application at Canadian High Commission in London (Country of Residence)? or should at Canadian High Commission in New Delhi, India (Country of Nationality)?

Please advise on this considering the shortest possible processing time for Canadian Permanent Resident Visa under Skilled Worker Category.
