This pathway is a part of the recently announced Manitoba Renewal. It is active as of January 2018. 

 

There will be two new pathways to permanent residence under the renewed Skilled Worker Overseas stream: Human Capital Pathway, and Manitoba Express Entry Pathway.

 

The Human Capital Pathway is expected to be active and replace the current Skilled Worker Overseas criteria by November 2018.

CANDIDATE ELIGIBILITY

Meeting the criteria listed below does not guarantee a nomination or permanent residence.

 

As a candidate, you must:

  • Obtain a minimum score of 60 out of 100 points on the points assessment grid
  • Have an active profile in the federal Express Entry pool
  • Provide language test results demonstrating language proficiency of at least:
  • Have at least six months of work experience in an occupation identified as In-Demand in Manitoba
  • Have completed at least one post-secondary program of at least one year
  • If you have not received an invitation to apply from the MPNP, you must have the confirm support of a close friend or relative who has resided in manitoba for at least one year

APPLICATION PROCEDURE

To apply to any of the Manitoba Skilled Worker streams, including the Manitoba Express Entry pathway, candidates must first confirm their eligibility. If eligible for the program, candidates must submit an Expression of Interest to the Manitoba Provincial Nominee Program.

 

Similar to the federal Express Entry system, candidates will then be entered into a pool, where they are assigned a score based on the information provided in their profile.

 

The MPNP has regular draws where the highest-ranking candidates are invited to submit an application to the MPNP. If that application is successful, the candidate will receive a provincial nomination from the province of Manitoba, allowing them to claim 600 additional Comprehensive Ranking System (CRS) points on their Express Entry profile.

 

This virtually guarantees that they will receive an invitation to apply for permanent residence from IRCC in the next Express Entry draw, since the minimum required CRS score to receive an invitation has been below 600 points since early 2015.
