Canada Home Care Worker Immigration Pilots: Admission Targets

Immigration, Refugees, and Citizenship Canada (IRCC) has revealed its admission targets for the anticipated Home Care Worker Immigration Pilot (HCWP), officially scheduled to launch on March 31, 2025. This pilot program will not only address Canada’s increasing demand for home care professionals, but will also provide an expedited pathway to permanent residency (PR) for qualifying applicants.

Program Details and Admission Targets

Under the HCWP, Canada has announced that it proposes to grant Canadian permanent residency to 2,750 home care workers.

IRCC has confirmed that when the HCWP is set to open on March 31, 2025. The program will initially only accept applications through its “Workers in Canada” stream, which is one of the two streams the program will offer. The admissions allocation for the “Applicants Not Working in Canada” stream will be announced later, as the launch of this stream has yet to be scheduled. Thus, the 2,750 admission allocations mentioned earlier are only for the “Workers in Canada Stream” of the HCWP.

About the Home Care Worker Immigration Pilots (HCWP)

The HCWP features two different immigration streams depending on the applicants situation:

1. The Workers in Canada Stream: This pathway is intended for foreign home care workers who are already in Canada. It allows those who are working or have previously worked in the country (regardless of their status) in the field to apply for permanent residency.
2. The Applicants Not Working in Canada Stream: This stream is for foreign home care workers who are applying from abroad, with full intentions of moving to Canada to work in the home care sector and become a Canadian permanent resident.

Out-of-Status Workers

According to the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship Canada, this program is crucial to addressing labour shortages in the home care sector. Miller stated that by introducing the HCWP, the government of Canada is not only meeting the growing demand for home care services, but they are also supporting/retaining those already contributing to the Canadian workforce regardless of their status.

Easiest Pathway to Canadian Permanent Residency

The HCWP will allow foreign home care workers to apply for permanent residency immediately upon arrival, simplifying the immigration process and significantly reducing processing times for successful applicants. In addition to reduced processing times, the HCWP is one of the most accessible permanent residency (PR) pathways that Canada has to offer due to its simple eligibility criteria such as no work previous work requirement, easier language requirements, and streamlined/expedited immigration process.

Eligible Employers

The Home Care Worker Immigration Pilot (HCWP) will contribute to Canada’s home care sector while supporting the countries immigration goals/targets by providing permanent residency to qualified workers in the field. For those interested in applying to the program, eligible job offers may come from a range of organizations, such as:

1. Private residences that need assistance with daily living tasks
2. Residential facilities that provide care to residents
3. Organizations that provide support for patients with medical needs at home
4. Organizations that provide home-based healthcare for children
5. Support service organizations that provide personal care for people with limited independence
