On Tuesday, July 10th, the province of Saskatchewan announced a major change to its Provincial Nominee Program (PNP). Two of the province’s most popular streams will be introducing an Expression of Interest (EOI) system to manage new applications, replacing the current first-come, first-served model. Changes will be implemented on Monday, July 16th.

Saskatchewan: Expression of Interest System

To be introduced on July 16th, the changes to the Saskatchewan Immigrant Nominee Program (SINP) will affect two of the most popular streams: the Saskatchewan Express Entry and Saskatchewan Occupation In-Demand streams. Currently, both of these programs use a first-come, first-served model for accepting new applications.

First-come, first-served model: These programs are closed for the majority of the year. Occasionally, Saskatchewan will open one or both of the programs to accept a limited number of applications, once this threshold has been met the programs close again. The intake periods rarely last longer than 24 hours.

Instead, both SINP programs will be moving to an Expression of Interest model for managing applications.

Expression of Interest model: Inspired by the federal Express Entry system, the Expression of Interest (EOI) model is a two-step process. First, interested candidates must submit an Expression of Interest. Based on the information contained within the EOI, candidates are ranked against one another. Only those with the highest scores move onto the second step, when they are invited to submit an application to the PNP.

Saskatchewan has announced that candidates will be ranked against one another using the points assigned by the SINP Points Assessment Grid. More information on this is expected in the coming days.

Please note that candidates for both of these programs must have experience in one of Saskatchewan’s In-Demand Occupations.

The Expression of Interest Model: Growing in Popularity

The Expression of Interest model for managing applications has been growing in popularity since it was introduced as part of the federal Express Entry system in 2015. By using an EOI system to select immigrants, immigration authorities are able to select the most highly qualified immigrants from those who are interested in Canadian permanent residency.

Saskatchewan will join the provinces of Ontario, Alberta, British Columbia, and Manitoba, which all use EOIs in their immigration systems. As well, the province of Quebec has recently announced they will be introducing an EOI system in early August.
