Canada is expanding pathways to permanent residency for French-speaking newcomers, with the federal government announcing 5,000 additional permanent residence spots.

While the overall increase in allocations has been confirmed, the federal government has not yet stated or confirmed how the spots will be allocated for each province.
Another key change is how provinces choose immigrants. Through the Provincial Nominee Program (PNP), provinces will now give priority to French-speaking applicants when selecting people for permanent residence, which means those who speak French may have a better chance of being approved. The government expects this to lead to more French-speaking immigrants coming through provincial programs starting in 2026.
In an interview with CBC news, immigration minister Lena Metlege Diab stated that Francophone immigration plays a key role in strengthening public services, businesses, and regional economies. Her statement coincides with Canada’s 2026-2028 Immigration levels plan and its focus on increasing francophone populations across Canada.
Canada is doing this to help fill job shortages and support French-speaking communities outside Quebec. In certain provinces, there aren’t enough workers in healthcare, education, and skilled trades sectors, and the government believes bringing in more French-speaking newcomers will not only help fill these jobs, but contribute to the 2026-2028 francophone immigration targets as will. Additionally, this will also strengthen local services, businesses, and communities, helping them grow and stay strong.
These updates are part of Canada’s 2026–2028 Immigration Levels Plan, which has emphasized a strong focus on and clear targets for attracting and retaining more French-speaking permanent residents outside Quebec. The goal is for French speakers to make up 9% of new immigrants in 2026, 9.5% in 2027, and more than 10.5% by 2028. These numbers show that Canada is making an effort to grow and support French-speaking communities across the country.
