Faster Permanent Residence for Workers in Canada

As Canada has emphasized its focus on transitioning in-Canada workers to permanent residency, it is now taking necessary steps to put that priority into action.

Temporary Resident to Permanent Resident

As mentioned in our previous article, the new one-time initiative reflects Canada’s continued efforts to transition temporary workers into permanent residents, particularly in sectors experiencing labour shortages.

Between January 1 and February 28, 2026, 3,600 temporary workers were already granted permanent residence with a particular focus on individuals living in smaller communities. This targeted one-time initiative reflects an effort to reduce the temporary resident population to less than 5% of Canada’s total population by 2028, while ensuring the country retains individuals who are already contributing to its economy.

Fast-Tracked Permanent Residence for Workers in Canada

Between 2026 and 2028, approximately 33,000 skilled temporary workers already living in Canada are expected to obtain permanent residence through this initiative, transitioning current temporary workers to long-term status.

In recent years, Canada has increasingly relied on temporary foreign workers to support economic growth, particularly in sectors facing ongoing labour shortages. This initiative focuses on individuals who have been living and working in smaller or rural communities for at least two years.

By offering a more efficient pathway to permanent residence, this new accelerated program ensures that workers who are already contributing to Canada’s workforce can continue to do so on a permanent basis.

How to Prepare

As stated on the government website, applicants are not required to take additional action, as they have already applied through existing pathways such as:

Through these programs, Immigration, Refugees and Citizenship Canada (IRCC) will continue to grant permanent residence to individuals working in in-demand sectors across rural areas and communities facing labour shortages.

This initiative is part of Canada’s broader effort to evolve its immigration system in a way that supports long-term economic growth while maintaining sustainable immigration levels. By prioritizing temporary residents who have already demonstrated their ability to integrate and contribute, Canada can retain proven talent, reduce pressure on settlement services, and create more predictable immigration outcomes by selecting from a known pool of candidates. Ultimately, this approach strengthens local communities and builds a more efficient, responsive, and sustainable immigration system for the future.

Stay Ready for This New Immigration Opportunity

If you are selected to apply for permanent residence through this new pathway, additional documentation may be required.
