Canada Launches New Pathway to Permanent Residence for Workers in Canada

Published on: March 12th, 2026

Canada has quietly introduced a new immigration initiative that could allow up to 33,000 temporary foreign workers already living in Canada to obtain permanent residence.

According to Immigration, Refugees and Citizenship Canada (IRCC), additional details about the program are expected to be released in April 2026.

The initiative reflects Canada’s continued efforts to transition temporary workers into permanent residents, particularly in sectors experiencing labour shortages.

Fast-Tracked Permanent Residence for Workers in Canada

Between 2026 and 2028, approximately 33,000 skilled temporary workers currently in Canada are expected to receive Canadian permanent residence through this new pathway.

Canada has increasingly relied on temporary foreign workers to support economic growth in recent years. This new initiative aims to provide a faster pathway to permanent residence for workers who are already contributing to the Canadian economy, especially those working in:

  • In-demand industries
  • Regions outside of major metropolitan areas
  • Communities experiencing labour shortages

By offering a pathway to PR for individuals already working in Canada, the government hopes to retain talent and support regional economic development.

How to Prepare

While full eligibility criteria have not yet been released, there are strong indications that candidates may be selected through the Express Entry system.

Even if your Comprehensive Ranking System (CRS) score has historically been lower than typical cut-offs, it may still be beneficial to enter the Express Entry pool now in order to be ready when more details about the new pathway are announced.

Preparing early can significantly improve your chances of receiving an invitation to apply.

How to Submit an Express Entry Profile

Creating an Express Entry profile requires several documents. While some can take time to obtain, there are two important steps you can begin preparing now.

  1. Language Tests

Candidates may benefit from completing an approved language test as early as possible. Accepted tests include:

  • IELTS
  • CELPIP
  • TCF Canada (for French speakers)

Language test results are valid for two years, and completing your exam early can help you determine whether you need to improve your score to increase your immigration prospects.

  1. Educational Credential Assessment (ECA)

An Educational Credential Assessment (ECA) evaluates how your foreign degree, diploma, or certificate compares to Canadian educational standards.

If your education was completed outside Canada, you will need to:

  1. Request transcripts from your educational institution.
  2. Submit those transcripts to a designated ECA organization.
  3. Pay the required evaluation fee.

The assessment process typically takes seven weeks or longer, so beginning early can help avoid delays.

If you plan to claim additional points for your spouse’s education, your spouse will also need to obtain an ECA.

Stay Ready for This New Immigration Opportunity

If you are selected to apply for permanent residence through this new pathway, additional documentation will be required. However, completing your language test and Educational Credential Assessment now will help ensure you are ready when the program launches.

This is breaking immigration news, and we will update this article as soon as further details are released by IRCC.
