OINP Can Now Return Applications

As of July 1, 2025, the Ontario government has introduced a new rule that gives the OINP authority to return applications.

 

Under these new rules, OINP officials can return applications early in the process, and while the full application fee will be refunded, the returned file will not be considered for nomination. Even if an applicant is “qualified”, their application could be returned if it doesn’t match Ontario’s current priorities, if the province is reaching its nomination cap, or if concerns arise about the integrity or completeness of the application.

 

What is the OINP?

The Ontario Immigrant Nominee Program (OINP), operates as a Provincial Nominee Program (PNP), and offers several immigration pathways that allow foreign nationals to apply for Canadian permanent residency through provincial nomination.

This new authoritative power is expected to reduce processing times by allowing immigration officers to concentrate on applications that match what each individual province is looking for.

 

Other OINP Changes

As we reported earlier this month, in addition to this change, the OINP also launched a new online Employer Portal, replacing the old paper-based system. This change affects individuals applying through Employer Job Offer streams.
