Immigration, Refugees, and Citizenship Canada (IRCC) uses the tie-breaking rule to determine who receives an Invitation to Apply (ITA) for permanent residency. The rule plays an important role in the Express Entry system.
The tie-breaking rule is a specific date and time established by IRCC that upholds fairness and transparency in the selection process. Only candidates who submit their profiles before this timestamp are considered for being issued an ITA. Therefore, early submission of applications is important, but it is equally important to ensure that your profile is completed properly.
When applicants that have entered the pool of candidates carry the same CRS score, the tie-breaking rule comes into play. Essentially, if two or more candidates share the same CRS score, the tie-breaking rule decides who gets an ITA for Canadian permanent residency. With the tie-breaking rule, the person who submitted their application first, or before the tie-breaking timestamp, will receive the ITA.
IRCC recently stopped giving extra points to people who have a job offer in Canada. This means that people can no longer get extra CRS points for including a job offer in their EE profile. This is great news as applicants in the pool will no longer be competing with those that potentially have a fake job offer, thereby allowing the pool to be fair game. Additionally, without the requirement of a job offer, applicants can submit their applications sooner, improving their chances of meeting the tie-breaking timestamp. Hence, candidates who submit their profiles early have a better chance of receiving an ITA, provided they meet the CRS score and other eligibility requirements.
As more people apply for EE, the chances of multiple candidates having the same CRS score increases. This makes the tie-breaking rule a mitigating factor in deciding who receives an ITA and who does not.
Express Entry is one of the most accessible immigration pathways to secure permanent residency in Canada. Given the tie-breaking rule, it is crucial to submit your profile as soon as possible, have a competitive CRS score, and ensure that your profile is complete.
