Canada’s New Caregiver Program (2025) Eligibility

As we announced earlier this month, the Canadian government revealed plans to introduce a new caregiver immigration program, officially named the “Home Care Worker Immigration Pilots” (HCWP). With the program set to open on March 31, 2025, the eligibility criteria have now been officially announced.

Two pathways will be available under the HCWP: the “Workers in Canada” stream and the “Applicants Not Working in Canada” stream.

About the program and Instant Permanent Residency

Qualifying applicants will be granted permanent residency immediately upon arrival in Canada, simplifying and expediting the immigration processing times. It is important to note that on March 31, 2025 only the “Workers in Canada” stream will launch and start accepting applications as there has not been a set launch date for the “Applicants Not Working in Canada” stream yet.

Before applying under the new Home Care Worker Immigration Pilots, applicants must first secure a full-time job offer from a home care employer. According to IRCC, eligible home care employers include, but are not limited to:

• Personal care services in residential settings
• Private Home care support for elderly or childcare
• Home health care service providers
• Pediatric home health care service providers

New (Easier) Language and Education Requirements

The new Home Care Worker Immigration Pilots have made it easier for applicants to meet language and education requirements. Applicants now only need to achieve a Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) level 4, along with a high school diploma.

In contrast, the previous Home Child Care Provider and Home Support Worker Pilot programs, which have now been closed, required applicants to have at least a CLB level 5 and a minimum of one year of Canadian post-secondary education or its equivalent. With the new pilot’s language requirement lowered to a level 4 and post-secondary education no longer necessary, it makes the application process much more accessible to a broader range of applicants.

Work Experience Requirements

Although previous work experience is not required, candidates must have at least 6 months of relevant and recent experience or a credential for performing similar duties that home care workers would perform on a day-to-day basis.
