Canada’s New Caregiver Program: A Direct Path to Permanent Residency

Canada is offering a new unprecedented opportunity for qualified foreign caregivers to obtain Canadian permanent residency (PR) as soon as they arrive in Canada. This new caregiver pilot program replaces Canada’s “Home Child Care Provider” and “Home Support Worker” pilot programs, which came to an end in 2024. The 2025 Home Care Worker Immigration Pilots aim to simplify the immigration process, providing a direct route to PR as the demand for home care services across the country continues to rise.

 

About the Program

The Home Care Worker Immigration Pilots were introduced to support and attract caregivers who provide home care services, such as helping individuals who need additional support, assisting individuals who are recovering from illness/injuries and more. The program’s goal is to attract foreign caregivers to address the growing need for and demand for home care workers in Canada. Not only will the new Home Care Worker Immigration Pilots offer individuals employment in Canada, but it is a fairly straight-forward path to attaining Canadian permanent residency as well. Additionally, the program will also offer the opportunity to those who are eligible to apply, to work in private homes as well as health institutions.

The new 2025 Home Care Worker Immigration Pilots differs from previous caregiver pilot programs in the past, in the sense that qualifying applicants will be granted permanent residency immediately upon arrival in Canada, simplifying and expediting the immigration processing times. In comparison, the Home Child Care Provider” and “Home Support Worker” pilot programs had much lengthier immigration processes.

 

Eligibility Criteria

To qualify for the new caregiver pilot program, you must:

  • Secure a full-time job offer from a home care employer, such as an agency, healthcare institution, or a private employer seeking assistance with home care services.
  • Have recent and relevant work experience in the home care sector which will further demonstrate your ability to perform the job duties required of you.
  • Have at least Level 4 proficiency in either English or French on the Canadian Language Benchmark (CLB) scale, ensuring effective communication with clients and employers.
  • Have a Canadian high school diploma or an equivalent credential from your country of residence.

Canada’s new Home Care Worker Immigration Pilots provide an advantageous solution for both applicants, by simplifying the path to permanent residency, and for the aging Canadian population/individuals who require additional assistance.
