Quebec to Target Record Newcomer Admissions in 2022

Quebec released their immigration plan for 2022 on October 28, 2021. According to the new plan, the province of Quebec could admit up to 70,000 newcomers next year. If the Quebec government reaches this target, it will be a record for the province.

Quebec immigration labour minister, Jean Boulet, expressed the importance of immigration to their provincial economy,

“Our government is resolutely committed to ensuring immigration contributes to the strong relaunch of the Quebec economy, the vitality of the French language and our regions,” said Boulet.

In the midst of a labour shortage in Quebec, bringing in additional skilled workers is essential to the provincial economy.

About 65% of Quebec’s admissions next year will be under economic programs, such as the Quebec Skilled Worker Program (QSWP) and the Quebec Experience Program (QEP).

The new immigration plan will target up to 52,500 new permanent residents in addition to approximately 18,000 admissions to make up for unmet 2020 targets during the COVID-19 pandemic. Quebec will also welcome nearly 19,000 family class immigrants, refugees, and other immigrants.

Quebec has a special agreement with the federal government that allows the province more autonomy in immigration policies and procedures. From 2015 to 2019, Quebec welcomed about 250,000 permanent newcomers. Quebec’s 2021 immigration objectives will be the highest levels  targeted to date.
