3,723 Candidates Selected in OINP Draw

In one of its largest draws to date, the Ontario Immigrant Nominee Program (OINP), issued 3,723 Invitations to Apply (ITAs) on June 3, 2025, after a long pause. This is a drastic increase from the previous Ontario PNP draw that took place in January of this year.

The OINP, part of Canada’s Provincial Nominee Program (PNP), allows Ontario to select immigrants who meet local labour market needs and demands. This includes skilled workers, applicants with in-demand skills, and international graduates with valid job offers in the province.

 

The 3,723 invitations to apply (ITA) that were issued on June 3rd, 2025, were across the following Employer Job Offer program immigration streams:

  1. International Student stream: Most invitations, 2540 ITAs, to be exact, were sent out through this stream.
  2. Foreign Worker stream: 811 ITAs were sent out through the foreign worker stream.
  3. In-Demand Skills stream: The least number of invitations, 372 ITAs to be exact, were sent out through this stream, which is still a decent amount.

The Ontario Employer Job Offer stream of the OINP gives foreign nationals the opportunity to attain Canadian permanent residency, provided they have a valid job offer from an approved employer in the province. To qualify under this stream, both the employer and the job must meet specific program requirements. Applicants also need to satisfy the eligibility criteria required by the stream they’re applying for, whether it’s for skilled foreign workers, international students, or those with in-demand skills.

Overview of June 3rd OINP Draws

Three draws were conducted under the Foreign Worker Stream:

  1. Northern Ontario Targeted Draw: Invitations Issued: 391, Score Range: 56 and above
  2. Regional Economic Development through Immigration (REDI) Targeted Draw: Invitations Issued: 411, Score Range: 32 and above
  3. Career Development Practitioners and Career Counsellors Draw: Invitations Issued: 5, Score Range: 45 and above

Four draws were conducted under the International Student Stream:

  1. Eastern Ontario Targeted Draw: Invitations Issued: 334, Score Range: 85 and above
  2. Northern Ontario Targeted Draw: Invitations Issued: 493, Score Range: 54 and above
  3. Regional Economic Development through Immigration (REDI) Targeted Draw: Invitations Issued: 363, Score Range: 60 and above
  4. Healthcare Occupations Targeted Draw, Invitations Issued: 1,350, Score Range: 68 and above

Three draws were conducted under the In-Demand Skills Stream:

  1. Northern OntarioTargeted Draw: Invitations Issued: 89, Score Range: 32 and above
  2. Regional Economic Development through Immigration (REDI) Targeted Draw: Invitations Issued: 69, Score Range: 23 and above
  3. Healthcare Occupations Targeted Draw: Invitations Issued: 214, Score Range: 34 and above

Canada 2025-2027 Immigration Levels Plan

Out of the 10 draws that took place on June 3rd and the 3,723 Invitations to Apply (ITAs) that were issued, more than 40%, a total of 1,564 of the invitations went to candidates with job offers in healthcare. This included 1,350 invitations under the International Student stream and 214 through the In-Demand Skills stream. The strong focus on healthcare aligns with Canada’s 2025–2027 immigration levels plan, which identifies healthcare as a critical sector facing ongoing labour shortages.

 

With fewer nomination spots and a backlog of applications, Ontario is focusing on retaining candidates who can contribute to regions that require individuals specializing in essential sectors such as healthcare and skilled trades.
