Quebec Investor Program

The Quebec Investor Program is for experienced investors who have significant assets and personal net worth which they wish to invest in the province of Quebec. In order to apply to the Quebec Investor Program, applicants must have net assets totaling at least $2 million CAD and the ability to invest at least $1,200,000 CAD with a Quebec financial intermediary.

The Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) has announced that the selection of applications under the Quebec Investor Program has been suspended from November 1, 2019 to July 1, 2020 in order to allow time for the program to be reviewed.

As with all of Quebec’s immigration pathways, this program allows applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.

Special opportunity for French-speakers

Applicants who have taken an approved language test showing French-language proficiency at an advanced intermediate level are exempt from the intake threshold for this program and may submit an application at any time.

Quebec Investor Program Requirements

In order to qualify for the Quebec Investor Program, applicants must meet three basic requirements. An investor must:

  • Have net assets of at least $2 million CAD. This amount must have been obtained legally and cannot include amounts received by donation within 6 months of the date of application. This amount may also include assets of the applicant’s spouse or common-law partner.
  • Have experience in management in a legal farming, commercial, or industrial business, or in a legal professional business where the staff, excluding the investor, occupy at least the equivalent of two full-time jobs; or for an international agency or a government.
  • Intend to settle in Quebec and sign an agreement to invest $1,200,000 CAD with a financial intermediary (broker or trust company) authorized to participate in the Quebec Investor Program.
  • Meet the minimum points as outlined on the Quebec Investor Points Assessment Grid.

Investors who meet the above criteria and are interested in immigrating to Quebec can apply for a CSQ from the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI). This program only accepts paper-based applications, submitted in hard copy by mail or courier.

Applications will take into account other factors as well, including age, language proficiency, and training background. The Quebec Investor Program has a limit on the number of applications it will accept in a given period. As well, the program only accepts applications during pre-determined application intake periods.
