It’s Official: Changes to Express Entry LMIA-Based Job Offer
On December 23, 2024, Immigration, Refugees and Citizenship Canada (IRCC) officially announced changes to the Express Entry (EE) system, which will take effect in Spring 2025. These changes will eliminate the additional Comprehensive Ranking System (CRS) points currently awarded to candidates with an LMIA-based job offer.
Changes
Starting in Spring 2025, candidates with a valid Labour Market Impact Assessment (LMIA)-based job offer will no longer receive extra CRS points. Under the current system, candidates with an LMIA-based job offer can earn between 50 and 200 additional CRS points, which significantly boosts their chances of receiving an Invitation to Apply (ITA) for permanent residency. The removal of these points is aimed at reducing the potential for fraud and ensuring that the Express Entry system remains fair and transparent.
As mentioned in our previous article about the initial announcement, the Canadian government’s decision is driven by concerns over fraud. In the past, some candidates have been able to purchase or manipulate LMIA job offers to artificially inflate their CRS scores. By removing this incentive, IRCC aims to prioritize candidates based on their actual qualifications, including skills, education, language proficiency, and work experience.
Impact
Once the changes take effect in Spring 2025, candidates in the Express Entry pool will no longer benefit from the extra CRS points of having an LMIA-based job offer. For candidates who are currently in the pool of candidates, this may impact their ranking and may lower their chances of receiving an ITA. However, candidates who have already received an ITA or have an application in progress will not be affected by these changes.

The government believes that by eliminating additional CRS points for LMIA-based job offers will foster a more equal and merit-based immigration system. By prioritizing candidates based on their skills and experience, Canada aims to attract the most qualified individuals who can contribute to the country’s economy.
