International Student Entrepreneur Pilot

The International Student Entrepreneur Pilot is one pathway of the Manitoba International Education Stream of the Manitoba Provincial Nominee Program (MPNP), a Provincial Nominee Program (PNP) operated by the province of Manitoba. The International Student Entrepreneur Pilot is targeting foreign nationals who have recently graduated from a Manitoba post-secondary institution and who have at least 6-months experience owning and managing a business in Manitoba.

Candidates who are successfully nominated through the International Student Entrepreneur Pilot will be invited to submit an official application for Canadian permanent residence. Please note that student entrepreneurs from Canadian post-secondary programs located outside of Manitoba are not eligible for this stream. However, they may be eligible to apply through one of the Business Investor streams.

Connection to Manitoba

In order to be eligible for the International Student Entrepreneur Pilot, a candidate must have completed post-secondary education program at a designated institution in Manitoba. This program must have been a minimum of two-years in length. Candidates must also currently own and operate a business in Manitoba. 

Language Proficiency

All candidates for this program must demonstrate proficiency in either English or French consistent with the Canadian Language Benchmark (CLB) of level 7. Language tests must have been taken within the two years prior to applying to the program. Note: both the General and the Academic IELTS exam are accepted for this program.

Work Experience

All candidates must own a business in Manitoba with equity ownership of at least 51%. They must operate the business as a senior manager on a daily basis for at least 6 months prior to nomination on a valid Post-Graduate Work Permit. Candidates will be required to submit a Business Performance Agreement (BPA) as part of the application.

Settlement in Manitoba

All candidates for this stream must have resided in Manitoba continuously since graduation and must show the intent to continue to reside in Manitoba after the nomination. 

Settlement Funds

Candidates for this stream must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements as outlined by Canada’s federal immigration authorities.  Candidates for this stream will have their personal net worth assessed as part of the application process. There is no minimum net worth requirement, however, net worth will be considered when assessing the feasibility of the candidate’s business plan.

Age

Candidates must be between the ages of 21 and 35 years old.

Those interested in applying to the International Student Entrepreneur Pilot must first contact the MPNP by email at immigratemanitoba@gov.mb.ca. Manitoba will invite qualified candidates to attend an information session for the MPNP where full details will be provided about the application procedure. Applicants must attend an information session in order to be eligible to apply for this pathway.
