Canada’s Emphasis on Francophone Immigration

With the updated immigration levels plan, the Canadian government intends to grow its French-speaking population evenly across the country, ensuring that Francophones reside in and contribute to all Canadian regions, not just primarily in Quebec.

 

The Canadian government is increasing its emphasis on Francophone immigration as part of the 2025-2027 Immigration Levels Plan we reported on late last year. French has been recognized as Canada’s second official language, yet the majority of French speakers have historically resided in Quebec.

 

Increase French-Speaking Communities

According to Canada’s2025-2027 Immigration Levels Plan, one of the key objectives that has been highlighted in the plan, is to increase the French-speaking communities living outside Quebec. The government aims to increase and strengthen the presence of Francophone communities across Canada from 8.5% in 2025 to 10% by 2027. This effort from the Government of Canada comes as an effort to grow the linguistic diversity/population of Canada.

 

Francophone Community Immigration Pilot (FCIP)

Immigration Refugees and Citizenship Canada (IRCC) has taken steps to achieve their immigration goals by introducing the Francophone Community Immigration Pilot (FCIP) earlier this year, on January 30. This immigration pathway program is tailored to attract French-speaking immigrants who have job offers in Canadian provinces outside Quebec. In addition to securing employment, applicants must demonstrate an intermediate level of French proficiency. This pathway offers applicants the opportunity to obtain Canadian permanent residency (PR), thus encouraging them to settle in regions that require them.

 

Francophone Category-Based Invitation Rounds

In addition to introducing a new immigration pathways program, IRCC stated that they plan on implementing category-based invitation rounds for individuals with strong French language skills. These invitation rounds will prioritize applicants whose French proficiency meets the criteria needed to fill essential positions in certain provinces across a variety of different sectors such as healthcare, education, and skilled trades, mainly places where there is an increasing demand for these workers.

The Canadian government’s focus on attracting new Francophone immigrants to regions outside of Quebec will support the development of rural and Francophone minority communities across the country. This initiative, outlined in the 2025-2027 Immigration Levels Plan, aims to distribute the Francophone population more evenly, strengthening Canada’s bilingual identity and fostering a greater sense of national unity.
