Provincial Nominee Program (PNP)
Ontario is planning to invest an additional $25 million over the next three years, on top of the already $15 million dollars that was announced in Budget 2022. The investment’s goal is to address labour shortages and promote economic growth within Ontario.
Ontario is the most popular destination for newcomers to Canada. In 2021 about half of all new immigrants flocked to the province of Ontario, with the majority hoping to settle in Toronto. The federal government has announced doubling the number of economic immigrants the province will select to reach a high of 18,000 by 2025.
In addition to committing an additional $25 million to attract more skilled workers, the province plans to allocate an additional $3 million to help internationally trained immigrants find employment in their fields and get faster access to training and support toward a licence or certificate.
Ontario’s 2023 budget also offers other key measures that would affect immigrants in Ontario. Particularly, Ontario is planning to invest $75 million into the Skills Development Fund over the next three years. This will help workers and job seekers obtain the skills they need to get new opportunities and advance their careers. The government is also investing $224 million in 2023 and 2024 in a new capital stream of the Skills Development Fund to expand access to training centers to train more workers in careers in the skills trades and other in-demand jobs.
The Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP), is a collection of immigration pathways enabling foreign nationals to become Canadian permanent residents. The PNP is strategically designed to attract immigrants in areas which will benefit Ontario: skilled workers, workers in sectors with labour shortages, entrepreneurs, and investors. The province operates several immigration streams divided into three categories:
Ontario Human Capital encompasses a range of immigration streams targeting candidates for Ontario’s labour force. The Human Capital streams emphasize skills, abilities, or experience which suggest a foreign national can easily join the Ontario labour force. Those who have work or educational experience in Ontario, those who are proficient in both English and French and those with competitive Express Entry profiles may find success through one of these streams.
Ontario Employer Job Offer streams provide immigration options for applicants who have a valid job offer from an Ontario employer. Both the employer and the job itself must meet certain conditions in order to be considered valid. As well, the applicant must meet certain eligibility requirements depending on which stream they wish to apply through.
Ontario’s Entrepreneur Stream is designed to target wealthy entrepreneurs who are interested in making significant investments in business development in Ontario. Through this program, entrepreneurs with proven track records of success can launch new business projects in Ontario. If these projects are successful, the applicants involved will be nominated for Canadian permanent residence.
