The Provincial Nominee Programs (PNP) grant provinces and territories the authority to select individuals who can contribute to the enhancement of their local communities. This article outlines the results of the Provincial Nominee Program (PNP) draws conducted during the first week of November 2023.

The Provincial Nominee Programs (PNP) in Canada

Provincial Nominee Programs  (PNPs), allow provinces to establish their specific criteria for various immigration pathways. Except for Quebec and Nunavut, each province in Canada operates different nominee programs tailored to their unique needs. These programs often target international graduates, entrepreneurs, and professionals with experience in different occupations. The selection criteria can vary depending on factors such as labour market demands and demographic gaps within the province.

Immigration through Provincial Nominee Programs contributes significantly to Canada’s overall economic immigration numbers. In 2022, out of a quarter of a million economic immigrants targeted, approximately 83,500 spots were reserved for applicants applying through the Provincial Nominee Program.

How Do Provincial Nominee Programs Operate?

Numerous Provincial Nominee Programs (PNPs) conduct draws where they invite candidates to apply for Canadian permanent residence nomination. Some PNPs require candidates to submit an Expression of Interest (EOI) profile to be eligible for these draws. In contrast, certain programs directly invite candidates from the Express Entry pool, even if they haven’t formally applied for consideration.

 

The frequency and the quantity of invitations depend entirely on each of the provinces. These are the provinces that held draws this week:

British Columbia

The British Columbia Provincial Nominee Program (BC PNP), is a collection of immigration pathways enabling foreign nationals to become Canadian Permanent Residents in BC. The PNP is strategically designed to attract immigrants to work in industries that will benefit the province, with different profiles like: skilled workers, workers in sectors with labour shortages, entrepreneurs, and investors. The province operates several immigration streams divided into two categories:

Nova Scotia

The Nova Scotia Provincial Nominee Program (NSPNP) regularly scans the IRCC’s Express Entry pool to identify potential candidates who meet the eligibility criteria for one of Nova Scotia’s Express Entry immigration streams. NSPNP then extends personal invitations to selected individuals from the Express Entry Pool, offering them the opportunity to live and work in Nova Scotia. To be eligible for application, candidates must have previously received a Letter of Interest from the Nova Scotia Office of Immigration.

The latest Nova Scotia PNP draw for the Labour Market Priorities Stream was held on October 12, 2023, and invited applicants with experience in NOC 32101, Licensed Practical Nurses.

The criteria for the latest Nova Scotia PNP draw held on October 12, 2023, are as follows:

  • Have at least 1 year of work experience in NOC 32101, Licensed Practical Nurses.
  • Possess a job offer from a Nova Scotia employer for full-time skilled work in Nova Scotia lasting at least one year.
  • Attain a Canadian Language Benchmark score of 7 or higher in English or French in all language abilities, as demonstrated by providing results from a language test approved by Immigration, Refugees, and Citizenship Canada.
  • Completed a program of two or more years at a university, college, trade or technical school, or other institute. Proof must include an Educational Credential Assessment (ECA) report issued by an organization designated by Immigration, Refugees, and Citizenship Canada if the educational credential was obtained outside of Canada.
  • Apply no later than 11:59 p.m. on November 11, 2023.
